Air recon does some things independently from the concrete target being selected, causing it to always produce XP while still possibly falling back to another mission. Then there are the gray area missions like air supply with the bugged condition being effectively unconditional. A fighter mission can run at the same time as a ground mission for modded plane types. the wiki used to say that wings "generally" only run one mission because I think mine laying/sweeping can combine with other missions. There is no overarching method that really makes sure only one mission is being run based on conditions. (Though the strike may still fail due to other things like the night penalty.) So the wing does not just switch to a secondary mission if it would have been inactive on the primary one but also if it did not come up with at least one target out of the possible ones. But they will only gain mission experience from that (and stop falling back on port strike if that is enabled as well) in sorties where they successfully roll the die to place the target into their selection. If we take naval strike as an example, the wing will start to consume fuel once there is at least one possible target in the area. Kamikaze's already in the list as conditional. If the planes themselves are unsupplied, they don't fly, but that no-fuel condition isn't really mission-specific - or will they fly with 0 "supply" as long as they somehow have fuel, if that's a thing that can happen? I'll be happy to update the page if I know what to put in that column. From my own play, it seems as though air supply flies even if no one needs the supply (the target province colors all brighten up even though no province is at 0 available). (I've gotten successful bomb reports from ports where I didn't have any detected ships on the map.) Strat targets and logistics pretty much always exist in an air zone, though I suppose if the game is really smart the strats might not fly if their designated target is already all bombed out. I know (or think) that port strike will fly even if you don't know any enemy ships are in the port.
